REQUEST FOR EXPRESSION OF INTEREST

FOR TECHNICAL ASSISTANCE TO REVITALIZE CITRUS ORCHARDS AND PROMOTE WOMEN’S ECONOMIC EMPOWERMENT THROUGH ALTERNATIVE LIVELIHOODS

BACKGROUND AND OBJECTIVES

GIZ has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) to implement the Special Initiative “Decent Work for a Just Transition, which operates under the brand ‘Invest for Jobs. The objective is to promote job creation and the growth of enterprises in Ghana. Invest for Jobs works in three areas of intervention: ‘Business & Invest ‘, Cluster approach, and Ghanaian SME (Mittelstand). Under the ‘Business & Invest, it promotes sustainable investments from German and European companies and investors; the Cluster approach aims to increase the economic attractiveness of business locations and industries; intervenes to support industrial parks, improves export opportunities, and addresses various obstacles to investment. The SME component promotes SMEs of Ghanaian origin, by improving the business environment and enhancing competitiveness, by promoting advisory and (innovative) financial services for SME, and boosting cooperation between German and African companies.

SCOPE OF THE ASSIGNMENT

Under the Ghanaian SME Component, the Invest for Jobs Programme through GIZ is collaborating with public and private partners to implement the following projects:

i. Revitalizing Citrus Production in Abura Asebu Kwamankese (AAK) District in the Central Region of Ghana
ii. Empowering Women in Apiculture through Alternative Livelihoods in the Upper West and Upper East regions of Ghana


In this assignment, GIZ Ghana seeks to engage the services of a qualified and experienced consulting firm to implement field-based activities for both projects.
The contractor is responsible for providing the following services among others. See terms of reference for full details

Revitalizing Citrus Production in Abura Asebu Kwamankese
(AAK) District

  • Work with project’s partners for the selection and training of 175 project beneficiaries (Set predetermined criteria for selecting project beneficiaries)
  • Facilitate the formation, strengthening and formalization of citrus farmers and youth service providers.
  • Baseline data collection and stakeholder mapping
  • Farmer Training & Orchard Rehabilitation
  • Facilitating access to inputs and tools required to restore productivity across the 450-acre citrus area.
  • Facilitating group formation, financial literacy, and smallholder enterprise development among women.
  • Provide capacity building for the management of key partners
  • Facilitate the registration of interested farmers unto social protection schemes, such as health insurance and pension schemes.
  • Review and adapt training manuals (business management and entrepreneurship, food safety, organic certification, occupational health and safety and social protection).
  • Conduct Group Dynamics and Farmer Business School Trainings
  • Develop monitoring and sustainability plan for the project
  • Regular reporting to GIZ in accordance with the current AVB of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH
  • Documentation of activities with photos, short videos, articles to feed GIZ communication activities

Empowering Women in Apiculture through Alternative Livelihoods

  • Provide alternative livelihood training to 200 beekeepers in sesame, okro, soya beans, habaneros pepper and tomatoes.
  • Conduct hands-on training in sesame, okro, habanero and soya bean cultivation tailored to local agro-ecological conditions
  • Prepare, review and adapt training manuals (business management and entrepreneurship, food safety, organic certification, occupational health and safety and social protection) and provide needed training.
  • Linking women producer groups to relevant value chains and local markets.
  • Conduct Group Dynamics and Farmer Business School Trainings
  • Regular reporting to GIZ in accordance with the current AVB of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH
  • Documentation of activities with photos, short videos, articles to feed GIZ communication activities

Area of Assignment:

ii. Empowering Women in Apiculture through Alternative Livelihoods: Upper West and Upper East Regions

EXPERIENCE AND QUALIFICATION OF THE CONSULTANCY FIRM
The consultancy firm should have the requisite technical and professional
know-how in the subject area. The firm is also expected to show proof of
similar assignments. Key requirements include:

  • Good project management skills, proven track record in managing project from initiation to completion, including planning, resource allocation, mobilization, risk management, delivering quality results in a timeous manner.
  • Proven track record in delivering similar assignment and ability to adapt the training needs of beneficiaries.
  • Deep knowledge and experience in organizing workshops and strengthening farmer cooperatives, including business management and entrepreneurial skills.
  • Experience in raising certified seedlings through nursery management.

The team should have the following qualifications:

  • University degree minimum of a Master in Agronomy, Crop Science, Agriculture, Agricultural Economics, Agribusiness, Economics, Agricultural Extension, Total Quality Management, Entomology or other related programmes. Experience in gender mainstreaming, group formation and strengthening.
  • Strong experience in soft skills, occupational health and safety, group dynamics training, entrepreneurial skills development
  • Possesses comprehensive knowledge and experience in
  • Strong and proven knowledge in the promotion and institutionalization of occupational health and safety and social protection measures
  • Strong and proven facilitation, mentoring, coaching and communication

The contractor shall also be required to have or arrange for training venues for workshops.

To All Bidders:
– Bids must be submitted at the GIZ Ghana Country Office Reception.
– The deadline for submission is 17.10.2025 until 11:59 PM.
– Documents should be submitted as early as possible before the deadline.
– Should the reception be closed, documents might exceptionally be dropped off at the guard’s booth.
– The guards need to be told by the person submitting the documents that they are submitting tender documents.
– Always send a receipt with your documents stating the number of the tender.
– This receipt will be signed by the receptionist or a guard (in case of exceptional drop off at the guard’s booth) to provide the bidder with proof of delivery / submission.
